Made me think of the classic Run DMZ video.
The one that came to my mind (am I the only one?) is John and Faith Hubley’s classic animated short “The Hat”.
Also, that music was used as the theme for Barry Lyndon.

It might make sense if it takes place in a universe similar to Brazil or a Wes Anderson movie.
