I don’t think there’s an expression in english for this, but it’s basically what happens when a government loses a war, declares “victory” and leaves. Maybe “If you can’t beat em, join em”?
I suppose it depends on how you define “piracy.” If you just mean “unauthorized/undesired redistribution,” then actually providing a workable authorized alternative is a great way to fight it.
If you mean the phenomenon of piracy, then no, this is a major win. A-hoy!
