Because the result of nuking an enemy country would be to give the (now somewhat pissed-off) enemy population superpowers.

In fact, it’s a mystery why Japan didn’t win World War II in that universe.

    The radiation-induced-powers characters like the FF, Peter Parker, Bruce Banner — they were all created in some kind of ironic twist on their own arrogance and self-confidence.

    Banner invented the gamma bomb that should have killed him, Parker was a science genius who was irradiated by a science experiment, Reed Richards own ship is what carried the FF into the cosmic rays.

    So in the case of the Japanese, what should have happened is that a bunch of Japanese mutants would be created as a result of the Japanese desire to oppose US hegemony in the Pacific. The sons of bitches how dare they, and whatnot.
